QuickFile Permission Issue

Issue : 
One of the staff admin having some issue while quick file the email please check the screen shot. We tried with different email but still getting same error. Let me know what we can do.

Solution 
We have run below commands on the server.
# New-ThrottlingPolicy NoLimits
# Set-ThrottlingPolicy NoLimits -RCAMaxConcurrency Unlimited -EWSMaxConcurrency Unlimited -EWSMaxSubscriptions Unlimited -CPAMaxConcurrency Unlimited -EwsCutoffBalance Unlimited -EwsMaxBurst Unlimited -EwsRechargeRate Unlimited
# Set-Mailbox admin -ThrottlingPolicy NoLimits
Restarted the Microsoft Exchange Throttling service
