This usually happens when sending emails with large attachments.
Microsoft may temporarily slow down or pause sending if too much data is being sent in a short time. Large attachments are the most common cause.
If you are sending the same attachment to all recipients, a better option is to upload the file to OneDrive and send it as a link instead of attaching the file directly.
This reduces the email size and helps avoid throttling or timeout errors.
Outlook will upload the file and replace the attachment with a sharing link. The file will now appear as a friendly link in your email instead of a large attachment.
You can also right-click the link if you want to change the sharing permissions or copy the full link.
